KiaOraMai has been developed by:
The Tourism Industry Association New Zealand (TIA)
The Tourism Industry Association New Zealand is the largest representative body of tourism operators in New Zealand. It is a membership-based and private sector trade organisation with about 1700 members – from small operators through to large companies – who collectively make up 85% of the country’s tourism turnover.
The Service Industries Training Alliance (SITA)
The Service Industries Training Alliance comprises Industry Training Organisations (ITOs) from six service industries:
- Aviation Tourism and Travel Training Organisation (ATTTO)
- Hospitality Standards Institute (HSI)
- Hairdressing Industry Training Organisation (HITO)
- Retail Institute
- Skills Active
- Tranzqual

The Ministry of Tourism has funded the development of the KiaOraMai programme.
Te Puni Kōkiri helped fund the programme development.
The Tertiary Education Commission are supporting the delivery of the programme.
